SOS (Save our State) – Call Scott Brown Right Away

The Senate is poised to vote in the next day or so on a critical issue for Massachusetts: “FMAP.” FMAP (stands for Federal Medical Assistance Percentage) is the federal reimbursement rate we get for Medicaid spending, including MassHealth benefits, Commonwealth Care, the Health Safety Net, and several other programs.

Under the federal stimulus bill, all states got an increase in their FMAP, to make up for the increased demand for health care at a time when state revenues were going down. Our FMAP rate went from 50% to just over 61%, resulting in over $2.6 billion in extra funds (see this MassBudget analysis). Increasing FMAP is a proven stimulus (fact sheet). In Massachusetts, the increased federal funds as a result of the enhanced FMAP averted deep cuts in health care, education, public safety, and other community needs.

However, the enhanced FMAP is scheduled to end on Dec. 31, 2010. If the FMAP reverts to the standard 50% rate, Massachusetts would lose over $650 million that the 2011 budget depends on. The result would be devastating cuts to state and local programs, increased unemployment, and a weakening of the recovery. Health programs would certainly take a huge hit, with cuts to more benefits, and elimination of state-funded coverage (see Globe’s State House News Service story).

The Senate is about to vote on extending the increased FMAP through the end of the fiscal year. This is a top priority for those of us who know that our quality of life depends on the state programs supported by public funds.

With a vote expected in the next few days, Senator Kerry has indicated support, but Senator Brown’s staff say he is undecided.
